On January 14, 2022, Kathleen “Kay” Cabe, P.E. joins the Legacy Engineering team in a newly established role as the Director of Environmental Programs.
Ms. Cabe comes from a position as Stormwater Engineering Manager at Wetland Studies and Solution, Inc. (WSSI), a Davey Tree Company. With more than 22 years of experience in stormwater management and water resource engineering, Cabe has worked for private and public-sector environmental clients across the Commonwealth. Ms. Cabe’s areas of expertise include stormwater management, program development for regulatory compliance, state and federal audit assistance, best management practice (BMP) inspections, construction inspections, and project management.
During her career, Ms. Cabe has worked with the Department of Environmental Quality (DEQ) to manage the ESC and SWM plan review contracts for three natural gas pipelines, with unprecedented construction conditions and control measures; she was the former Vice President of Environmental, Engineering, and Educational Solutions (EEE) Consulting; she served as a project manager for the Virginia Department of Transportation’s MS4 Stormwater Permit Program implementation; and she was a former engineer for the Hanover County Department of Public Works.

Ms. Cabe earned her master’s and bachelor’s degrees in civil engineering from the University of Virginia. She is a member of the American Society of Civil Engineers (ASCE), Virginia Lakes and Watersheds Associations (VLWA), Virginia Water Environment Association (VWEA), and the American Council of Engineering Consultants (ACEC).
