June 2021 – Jason Towery, PE, MPA joins Legacy Engineering as the Director of Engineering. Based out of the Fredericksburg, Virginia office, Jason will support private and public clients, both locally and across Virginia and Maryland.
Jason brings nearly two decades of design experience and extensive technical knowledge in utility and roadway construction management, water and wastewater design, stormwater design, grading and site design.

No stranger to large, long-term projects, Jason was the Chief Public Works Officer and the Director of Utilities for Stafford County where he oversaw a billion-dollar Utility and worked to resolve complex design, construction, contract management and budget concerns. Jason has been involved in all aspects of a project from proposal writing and contract management to design and construction administration, including coordination with clients, contractors, regulatory agencies and other consultants.
Jason is a graduate of Virginia Tech with a bachelor’s degree in civil engineering, Old Dominion University with a master’s degree in public administration and he holds a graduate certificate in local government management. Jason is a member of the Fredericksburg Area Builder’s Association (FABA) and the International City/Council Management Association (ICMA).
