Jeffrey A. Harvey, AICP joins Legacy as firm bolsters Land Planning team



Jeffrey “Jeff” A. Harvey, AICP, joins Legacy Engineering as the Director of Planning and a member of the firm’s leadership team, effective April 17, 2023. Jeff will work from the Legacy office in Stafford, Virginia.


Jeff joins Legacy after 21 years as the Director of Planning and Zoning and 34 years as a professional planner at Stafford County. Among the many plans and projects Jeff oversaw is the development of the County’s Comprehensive Plan, one of the most important policy documents guiding land use, transportation, infrastructure, and resource decisions throughout Stafford County.


As an established leader in planning, Jeff has experience managing complex planning and development projects and has a deep understanding of the intricacies of local government operations, public policy, and project design. He is not afraid to be creative helping Stafford County adopt growth management tools such as Purchase of Development Rights, Transfer of Development Rights, and Transportation Impact Fees. He has extensive experience writing and interpreting development related codes and policies, negotiating proffers and other development conditions, serving as an expert witness in court, and providing testimony at the Virginia General Assembly.

Jeff has a Master of Arts Degree in Urban Affairs and Public Policy with a concentration in Urban and Regional Planning from the University of Delaware . He has been a certified planner with the American Institute of Certified Planners (AICP) since 1993 and has achieved leadership certifications from both the University of Virginia (UVA) and the National Association of Counties (NACo). Jeff is also a veteran who served seven years in the Army National Guard as a Non-Commissioned Officer. He has been married to his wife Alison for 27 years. They have four children and a large extended family. Jeff is an active member of Fredericksburg Masonic Lodge #4. His hobbies include jogging, watching soccer games, and woodworking.
