Jeff Harvey, Director of Planning at Legacy Engineering, was recently featured on the Biz Beat Banter podcast from the Fredericksburg Free Press, where he shared insights from more than three decades of experience in land use planning and regional development in the Fredericksburg area.


Jeff spent 34 years with Stafford County, including 21 years as Director of Planning and Zoning. During his tenure, he helped guide the county through a period of significant growth as the region transitioned from a largely rural landscape into one of the fastest-growing corridors in Virginia.


In the conversation, Jeff reflected on how long-range comprehensive planning and infrastructure investment have shaped major development across the region. He discussed projects such as Embrey Mill, Centreport Parkway, Stafford Hospital, and Quantico Corporate Center, noting how many of these efforts were the result of long-term coordination between local governments, developers, and planning professionals.

He also spoke about the challenges of managing rapid regional growth, including the balance between residential development, commercial expansion, and infrastructure needs. Jeff highlighted ongoing trends across the Fredericksburg region, including the continued rise of data center development along the I-95 corridor and sustained pressure on housing availability and affordability.


Now at Legacy Engineering, Jeff works across multiple jurisdictions supporting land development projects, site plan review, and coordination with local governments. His background in both public and private sector planning allows him to bring a practical, well-rounded perspective to regional development efforts.
